I read it differently. It's obviously about an argument where the woman says something hurtful. The "telescopic hallelujah hanging up on the wall" is her always having something negative to say about the relationship. "And did you ever get the feeling that these were things she said before" means she contantly repeats herself. "Her steady hands may well have done the devils pedicure" means he holds her responsible for the problems in the relationship. "Sing another fucking shalalalala" is him not giving a crap what she says and basically drowning her out. He's heard it all before and it means squat to him. She's just blowing steam.

Talkies has it: "He's afraid to love her because it then gives her the power to hurt him." GOOD song, but sad. No risk No reward. We'd all be alone into old age if we were who the song is about.
