But that's wrong. This song, like most of 2Pac's songs, are about being trapped in the ghetto, and being oppressed by the white man and society. It's about how nobody cares about black people killing other black people, but once white children start looking up to these rappers, suddenly gang violence is a problem. It's got nothing to do with the illuminati.

When I say "this" at the start of the third paragraphy thingy, I mean "the song." "The song" seems to have a more positive spin on such living.

It is clearly about rejecting society, and moving to a place outside, where people can live simply, and have stress free, fun filled lives, without interference from those outside.
It could possibly be the plastic beach, which it appears some have mentioned the entire album is about, and that there is some sort of narrative throughout it, though I haven't payed enough attention to notice connection between the songs.
It is interesting to note that the lyrics of the song are quite similar to the plotline to "The Beach" with Leonardo DiCaprio. In the beach, they find this hidden, stress free, anarchist idealist island, where the people sell marijuana to buy food on shore, and smoke the rest, as well as just living carefree existences. But towards the end, they realize that they aren't creating a better society, they're hiding from society, shunning outsiders so as to prevent word from getting out and the place being flooded with undesirables, and even going so far as to send Leo to kill those he informed. Also, when a man is bitten by a shark, his severe amount of pain ruins their fun, so they leave him in the woods to die, as they couldn't take him to a hospital on shore without word getting out. By the end, they are forced to clear out the beach, and leave the carefree life of hiding from all the problems in the world behind, going back to society.
This seems to have a more positive spin on such living, as the movie did at the beginning, however it seems to have the same undertones of hiding from society, with the mentions of just having fun and smoking marijuana, while there's no "guns, war, or poor" around to worry about. The guns, war, and poor are still out there, they just stopped looking at them and caring. Indeed, hiding from society and doing nothing to help others for the sake of having fun is an incredibly selfish act. But also, it may relate to the narrative of the album, which, if there is one, I don't know it.
