I just heard the song for the first time and my insticts tell me it means that you are looking at your past self and how much you regret some of the mistakes and you are trying so hard to scream at your past self to tell them to stop, but it only echos; the voice doesn't actually catch the attention of the past self. So, it's an inner struggle between regrets and the person he is now.

"you chip away the old version of you
you'd be surprised at what you can do"

"see the hell you put yourself through
oh the things i could do (if i wanted to)"

And that at one point before you do something you regret, you have a feeling what the right thing to do is, but you don't do it.

"and i just slowly fade away
you will never ever get to me in here"

Sounds like a part in the "1984" book when both the main character and Julia went up to this room and looked around where this place was in the outskirts of town where all the lower class people were. bowie's awesome.

I'm pretty sure this song is about Basquiat himself. All of your interpretations seem to be right, but due to the fact the basquiat died of a heroin overdose at age 27 and was probably pittied much, even though he was an amazing neo classic artist, small plot of land makes perfect sense now. More specifically, it's most likely about basquiat being in a small plot of land shooting up the herion and booom....suicide! and while this is happening, he is in a room like some guy said earlier. Then again it does sound very much like bowie could be talking about his crazy brother. eh I think both interpretations are coinciding; were meant to be coinciding.
