Yes, he does say board, but it is a metaphorical board of music critics. If you have ever read an album review you would notice that the majority, if not all, of the critics base their ratings on a five star scale. |

If you think about that line within the full context of the stanza you see that he is referring to the 3 out of 5 possible stars you could receive on an album review. Considering that the next line reads, "but by fall we were a cover story"...so while at first they were basically dismissed, media has now flocked to cash in on them. |

Pretty sure 3's across the board is a reference to 3 out of 5 possible stars when critics rate albums. Consider Jay Z's intro as well as the very next line that states, "but by fall we were a cover story"...which is basically is saying that at first you (media/critics) cast us aside but now all you want is to cash in on our new-found popularity |
