This whole message is meant to be inspirational, and I grant that it may be for some. But for many (including myself), it is just irritating. Cutting is almost always a symptom; it requires overwhelming self-hatred to drive someone to it. That self-hatred has to come from somewhere. If you stop someone from cutting, it won't take away the self-hatred. If you say, "don't cut yourself, it hurts me!" you are not helping them. You are telling them, simultaneously, that this is about you, that they are selfish for "doing it to you", and that they are "just not trying" or "being childish" if they can't quit at your say-so.
THIS is a very naive, selfish and damaging mindset. Please stop it. Ask them how they really feel, and accept that their feelings are valid and that their choices are theirs -- even if you don't agree with them. You cannot and will not make them stop. If anything, you will make them trust you less, as they will likely become afraid of "disappointing" you. But be there for them, listen to them when they want to talk and accept them no matter what they choose to do. That will help more than any ill-advised pop-Christian song.

I think I've been listening to too much of Pink Floyd's "The Wall" (if there is such a thing as too much Pink Floyd), so it means something different to me.

To me, it describes someone who is restless and nomadic in that they can't settle down. They can't form real, lasting relationships. But this time, there is a one-in-a-million "lightning strike", and she's suddenly not a fearless gypsy, she is a fragile woman. Now, it's up to him to chase after her, or else she'll just go back to her "gypsy" ways: running away and keeping everyone at arms' length.

I recognize that the author had a different intended interpretation, but... this way is more meaningful to me. Thoughts?

I'm probably pretty biased, but this is how I interpreted it.
It seems like someone looking at the new life of a past lover. She is in Rome, and she has a hot, young new boyfriend, but it's only a summer thing, and as the cigarette burns down to her fingers, so summer eventually winds down until it, too, is just ashes. The rhythm and music of the song is kind of pulsating, too, and doesn't really allow you too much time to think; it actually reminds me of the steady beat in your ears when you are running, e.g. running away from thinking, or trying not to think at all. The subject doesn't want to think about the past, or the future, or the 'tears that have fallen here' or the temporary and shallow nature of her love. She is trying desperately to enjoy her present in Rome, and she has all the reasons to, but she can't forget her past so she is stuck trying to outrun it.

It definitely sounds like "waiting for my fuse to dry" rather than "waiting for my fears to dry," and it fits better with the overall song. That said, I like the lyrics much better with "fears". I have anxiety issues, and for me this song represents a conscious decision to start overcoming this anxiety. I'm not quite ready yet, and I still feel anxious quite often, but after these "fears" dry and as I slowly stop being paralyzed by these fears, I can finally start growing into myself and becoming who I want to be.
