OK are you guys ready?
So this song is about the Dopaminergic system in our brain, used to be called the "pleasure center" - hence the line "Welcome to the pleasure dome".
I'm pretty sure he didn't know about it and yet he depicted reality as it is.
It is the system used to motivate us to eat, have sex, and a bunch of other stuff(all addictions sprout from this sytem).

This system acts in a way that it controls our behavior, therefore making us run like "rats in this experiment", guided towards what will cause us pleasure.
This system can easily get fucked up, and not to mention the fact that every single person being driven by his animal pleasure urges, is acting like an addict completely oblivious to how fanatic he gets about things, and going through life in an addict-like self deception and denial to the enviornment.

So the set your mind to one side, might mean one ideaology, because once you embrace it you can easily go into denial about it's logical plausability, or it might also mean a certain drug or certain behavior.

This system is there to rob us of free-will so that we survive(how much is eating really supposed to be a choice?). The only problem is that human kind has found infinite ways to short-circuit it.

Ok so as a lot of people have said that this song relates to drugs, I agree in some level but that's not the point of the song.

I think what Kurt was really trying to convey in this song, is a feeling he disguised on purpose, for it is a truth hard to hear.

Sometimes people of higher intelligence feel outcast and weird around people of lower-than-theirs intelligence.
This feeling of of social incompatibility can be "CURED", by smoking good old fashioned weed.
The effects of which, make you feel "dumber", and laugh about stuff you wouldn't normally, hence finding a common ground with people of all intellects.

In my opinion this feeling is what Kurt refers to, the necessity to smoke weed in order to just have fun with people and around them and also be happy.
I remember reading somewhere the Kurt said sometime he didn't like smoking weed because it made him feel dumb, and still he would smoke.

Lyrics references(some are long-shots but bear with me):

So it's about wanting to fit in with the rest, but hating the toll you have to pay for that.

To me this song is about both drugs, escapism and the yearning to stop it.
I read somewhere this song was somehow related to the deadline given to the band to finish the CD, which put a lot of pressure on dexter to write the songs.

So since I've been feeling like this lately myself, of being under pressure to do something but finding myself getting stoned instead - which leads to self loathing both after I come out of it and sometimes even while I'm smoking.
Basically what I'm saying is that he hates himself for turning to drugs when has work to do(your own preoccupation is where you'll go), and realizing he has to "get away from himself" to avoid falling back to the same routine.

There's someone behind me just a step behind - his weaker self, so are the rest of the paranoia references.
