I see this song as almost an ode to the end of the world with the last surviving human walking through the shattered world remembering the past, only to die with the rain in the end.

I see this song as someone who has lived long in the world and understands it, explaining human nature to someone just coming to terms with the world and what humans really are.

this part really gets to me as it is how much of humanity is beating down on others to build themselves up, no care, and no compassion just evil mindless evil of the humanities mob.

The Babalon is not spelled wrong, it refers to the book of Babalon/libre 49 written by Jack Parsons as a transmission from the goddess or force called Babalon received by him during the Babalon Working (a magical ritual he tried to invoke the female spirit Babalon). Parsons claimed that Liber 49 constituted a fourth chapter of Crowley's Liber AL Vel Legis (The Book of the Law), the holy text of Thelema (a religion revolving aroun the Liber Al Vel Legis which was dictated by the spirit/being Aiwass). This may also explain the down part, where he is writing down a new portion of the Book of the Law.
