It's fairly obvious all of the references to Christianity in this album. Therefore, I take this one to also be rather religeous. To me, he is wondering about whether or not having sex can be "excused" if he's in love, or if sex is even paprt of love at all.

Do love and sex go hand-in-hand?
->"And can you lie next to her and confess your love, your love as well as your folly and can you kneel before the king and say I'm clean, I'm clean"
Can I have sex with this woman and then admit to her my Lord, God, that what I did was supposedly wrong, because we're not married?
->"But tell me now, where was my fault in loving you with all my heart?"
I think here he is questioning the religion, asking what is wrong with making love to the woman he loves?
->"A white blank page and a swelling rage, You did not think when you sent me to the brink, You desired my attention but denied my affections, my affections"
Now he is talking to his girlfriend, [the white blank page meaning their virginity, and the swelling rage is their confusion and upset after making love and then realizing that, according to their religion, they messed up] asking her why she was so seemingly wanting is she was just going to get upset and angry after they do it. As in, she was using their love and her body to grab his attention but when it came down to it, she didn't Really want to have sex beacaused of their relgiion.

Now he just wants to know what is right, whether premarital sex is really bad if they're in love. He might be calling to God in this situation. Asking Him directly for an answer, rather than trying to find meaning in the bible.
