This song seems to be about a guy who has lost his love, judging by the reference to Ophelia as well as Juliet. I think it's speaking about someone dear to him who has passed and he is saying they will be safe with him always. The lines "No poison here we're safe" and "But never float away" are speaking to the ways in which both of Shakespeare's characters died: Juliet by poison and Ophelia by drowning. He's saying that she may be gone, but he will keep her safe from whatever it is that led to her death.
