From my point of view this is a song about a guy who is infatuated with a girl. She knows this and is stringing him along to satisfy her own vanity, It makes her happy to have someone around that is completely doting. He has now realised this and has decided that the only thing he can do is to just give up and move on. "I epitomise restraint" means that he is happy to wait, "but time has tempered my discretion" means he has now waited long enough. Betraying himself means that he will do something he regrets so there for he's just going to walk away now. "I'll never look backwards let the sun get in my eyes" means he doesn't want to turn around and look at her as he goes as he will be blinded by her and will go back to his doting self.

The chorus is all about him saying that "he knows that she know he likes her" as it were. and the fact that she knows this makes her stringing along much harsher than if she was oblivious to it.

In the second verse he talks about her "unriciprocal glint" in her eye, he's recognised that she is never going to change her mind about how she feels about him. and when he says "it's hard to know who's telling a lie" he's referring to the fact that she's lying to string him along and that he's lying to himself about his knowledge of her feelings. in the finall part of the verse he says "you'll never say never, see your vanity deprived" this is because he knows she'll never just turn him down because she enjoys having someone around who loves her.

I bloody love this song. A perfect end to an album.
