I think this song pertains to Canadian Politics, since Serena herself is Canadian after all.... Baby Blue is referring to our Conservative Minority government lead by the ever so enraging Stephen Harper. Blue being the colour of the conservatives and baby blue possibly a reference to the characteristic blank blue eyes of our very own baby faced Harper. He wants to change Canada and make it all over again, but really that's not our Canada, do we really want the change he's bringing?

"I've been watching all your colours fade to blue" Canada is all about being eclectic and multinational. This is not a melting pot. But if harper gets his way, we become more like our US neighbour which he so revers. It's fine for the USA, but that's not canada. Also it could be refering to the bland-ness of the conservative party, conservative being the key here, so he's taken Canada and turned it into something thats boreing and not our true colour.

So the singer decides it's time for a wake up call: get out of bed and wake up... I'm gonna smear another colour over you. She throws it out there, red representing either the Liberal agenda or Canada itself.... both more exciting than the black and white Torry's where things are so cut and dry.

I also like the lines where she says "still pretending everything's alright" especially now that the government has been held in contempt and Harper seems to be just carrying on as though this is just A-okay.... "and no, I don't believe you when you say I will make it up to you." Harper came to my province making all kinds of promises and I gotta say, I'm not buying it either.

This is a very rushed interpretation, clearly, but i really think this is a slam against the conservatives here in Canada.
