Yes! This is exactly what I scrolled down to post :) It seems it could be interpreted as a break-up song if one needed a break-up song at the time, but she never mentions anything about a break-up. She is talking about apathy, and how everyone seems to just be 'waiting it out'. For someone else to fix the world.
