I think this song is about a guy (possibly the singer, but at least some kind of musician who's on tour) who's not able to be around as much as he or his girlfriend would like. He really loves her passionately, but he can't give up the music to be with her. He's afraid she'll break up with him because he can't be there when he needs her, so maybe she even goes out and does things she shouldn't to feel comforted or just to ignore the situation (I get this from the 'And if you see my girl could you bring her to me?
She don't like a life with a rock n' roll singer, well yeah.'). He really wants to make her happy, and he really wants to be with her, so he hopes that maybe if they're married, if he can show that he's committed to her, then they can stay together and be happy. The possibility that he's losing her is practically driving him insane, he just can't imagine being broken up with her because he loves her that much, and the girl can't see that, because she thinks if he really loved her that he'd stay around more, but he can't because of his music. He wants to give her all the time she needs to make up her mind (hoping she'll accept his marriage proposal) but it's taking her so long that he's just losing it and it looks a lot more bleak.
I think the 'Quiet' part comes from like a silence that's fallen between the two, they don't talk as much as the guy would like to, and that makes him think he's losing her. So whenever the guy is around, he's trying to show her how much she's loved, but she's quiet and losing faith in the relationship. Also, I think that the guy may be quiet as well, because he might be misinterpreting things, thinking if he just gives her space she can make the right choice. Or neither of them want to acknowledge it.

I think this was kind of childish for Manson, I mean he used to seem above stuff like this. Maybe he'd do a little mockery of whoever/whatever was pissing him of, but not some attempt to vainly keep himself in the spotlight.I mean, I can see his point, his style has kind of been ripped off, but that's what happens when you're able to penetrate the mainstream and carve out your own niche, you're going to get other people who want to fit in to the niche. I think his targeting of MCR can kind of be justified, not justified enough to make a song like this about the point, but still somewhat justified.
Manson made it popular to be an outcast, to be different, and he incorporated a lot of black into it, a lot of darker themes. He used a lot of theatrics, not just while performing but just as a band, you couldn't really think of Manson and not think of some of the theatrics, that was part of the whole brand. MCR took a similar approach, they wore darker clothing, they tried to appeal to a subculture, and they were theatrical. It wasn't ripping anything off, so much as going with what works, and what people wanted to see. Another point though, Mansons first three albums were concept albums, they all had fairly cohesive stories that fans could talk about and speculate about. They were like soundtracks for movies or books that didn't exist. Then Manson actually sat down and wrote a book, (holywood) proving that these albums were just part of a larger story that meant something. MCR has stated that their albums are concept albums as well, meant to tell a story. Yet while Manson has cohesive story-lines that make sense and he actually wrote an unreleased book about one of the albums, MCR's albums have very jumbled, seemingly fairly unrelated songs. I don't know about anyone else, but I can't really reconcile the albums themselves with what MCR says the albums are about. There's a vague connection, but it's more like basing an album off a similar theme, not an actual story that unravels. That seems like it's one of the things that most rips off Manson's schtick. They're trying to be as complex as Manson is, have all the layers he had, but they're really just covering up their rather shallow whining.
I still don't think Manson needed to make (or at least release) this song, but I can kind of see where he's coming from with it. I'm also pretty sure MCR would only be the tip of the iceberg as for why he'd write this song.

I always thought the line went 'Your freedom's not free OF dumb', which is a play on words and to me makes more sense in this song. As in Americans claim we have total freedom, but thinking that is dumb, because there are always boundaries, misconceptions, hypocrites, etc.
Anyway, I think this song has a lot of points to it, and I think Manson was trying to tie modern America to the Great Depression. That's evident in a few lines, and the imagery of the video, the connections are scattered throughout the album. 'This depression is great' is really one of the most obvious indicators. This song ties in because the mob got a lot of it's popularized start in the great depression, the era of bootlegging and all. People back then used it as a social status, it was exciting, it was new, and it was attractive to be breaking boundaries in so many ways. That's a time where sexuality started become more prevalent in society, people, especially women, weren't hiding away everything to do with sex anymore. It can be tied in to modern America because some people are attracted to popularized scenes just because it's in vogue, or because it's not widely accepted. The imagery of a circus in the video made me think about how people view the different scenes as sideshows, it's fun to dress strange and go to the circus, but most of the people there aren't actually circus people, they're there for the show, it's not like they're circus people themselves. This to me ties back into the 'your freedom's not free of dumb' line, because even if we truly had the freedom to do everything (be as obscene as we could possibly desire to be) we wouldn't want to do EVERYTHING. People may like to experiment, but at the end of the day most people fit into a little box and don't NEED all the freedom they have so much pride in. Also, we're 'free to do anything' but we place taboo on most of what we want most, mainly sex, and other obscene things.
