It's about "gila"(clearly talking about herself i.e victoria legrand) a girl who has a complicated relationship "Give a little more than you like Pick apart the past, you're not going back Don't you waste your time" (she puts more in her relationship than insignificant other/thinks back about how things are her fault or how things the way they are/ dont waste your time) "Man, you got a lot of jokes to tell So you throw your baby's pennies down the well" (maybe he acts a certain way with her and acts another way when theres people around making her not feel important/ the insignificant other doesnt listen to her and care for the things she likes or aspires to ["baby" refering to herself, pennies down the well do what? relieve wishes hence "so you throw your babys wishes away"]) "Sure, you've got a handle on the past It's why you keep your little lovers in your lap" (sure, you thought everything through and analyzed all/ little lovers could refer to say photos or maybe belonglings of her lover) "Hoping for the last ship to arrive I've been blessed with a kingdom, half-mine" (she's waiting/hoping for him to come around and realise what hes doing to her/ she still loves him) take that bembridge scholars!
