Yes sir, I always find that to be the most powerful part of the song. I still can't figure out the exact moment it transitions from vocals to sax. Truly stunning.

It's very obvious to me now that the "Scouting For Boys" line is a direct reference to the scout handbook of the same title.

"You've been in the pipeline, filling in time,
provided with toys and 'Scouting for Boys'."

I believe the first line is indeed a reference to the labor force putting in what seems to be endless hours of work because that is what society deems is "the norm". I think this carries over for the other line as well, citing the book "Scouting for Boys" which represents what society deems as prized virtues that we try to bestow upon all children. For example in Part IV and V of the book it emphasizes chivalry, heroism and sacrifice. The societal machine tells us what to aspire to, who our heroes are.
