This song does not remind me of a serial killer's point of view AT ALL.
You can keep it a serial killer interpretation, and I'll keep it my own interpretation.

I think it's the point of view of a teenage girl, who's probably around age 15 or 16.
Her life isn't as great as she thought it was when she was little... like her parents fighting and her struggling.

"This city's just not pretty like it used to be"

-When she was a little girl, she thought that the city was pretty and perfect, everything was perfect.

"It's always a nightmare, it's never a dream"

-She only lives in a nightmare, she doesn't have a dream life anymore like when she was a child. She lives in reality.

"It's been so long
Feels like pins and needles in my heart
So long
I can feel it tearing me apart"

-It's been so long since everything seemed to be going good in life, and it's starting to tear her apart emotionally inside, which results to this line: "Hands red and cold as the dead
A pity they're not pretty like they used to be"

-She's referring to the fact her hands are probably torn up and rough, due to being in fights, and having anger (punching walls, etc)

"Sneaks out from inside my window
Eyes white, I keep out of sight"

-She sneaks out of her house to go be with friends, the only comfort she really has, but she keeps out of sight because it's late and past curfew.

"It's never a whisper, it's always a scream"

-The sounds of her parents arguing and yelling, which she thought when she was little that they were a perfect family.

I feel like this song is interpreting what a lot of teenagers go through during a divorce, and how their world gets turned upside down.
