I think although part of it IS sang as IF it's in the present tense, that is the girl stating how she felt at that time when it WAS the present. Why do I think it's in the past, and that he never came back? Because of the lyrics here - And the last words I heard him say ***Were the last words I ever Heard him say*** In short, she is then saying it from a past perspective - that she never heard from him again.
