It's the flipside to the idea behind the first part. The first part of the song talks about how things were simpler before he was famous, how much he enjoyed doing it just for fun.

But part 2 is more about how if he was still in that time, and if he hadn't worked hard, he'd still be nobody, and Eminem drives the point home very strongly.

I think he's looking back on a woman that used to love him, and as it says in the song he never loved her back, and he regrets it. Looking back on her brings back memories of the place where he grew up in Ohio. I grew up in Ohio, Massillon's not too far from where I grew up, and it very much fits the description in the song. So I think the song basically boils down to Mark using the imagery and music to paint both the woman and the place as things he regrets not being able to go back to, and that he misses those days.

Perfec7's right about the first question mark, it's "on the news this evening," and it sounds like "her door" to me too.
The second question mark is "As the eyes follow along"
Third is "Than we could ever regret"
The one after "Didn't the dogs get the scent?" is "Do you kids get the sense?"
And the rest is right on.

I think the song's basically a reflection of the way society is, how twisted we all are. The verses serve as examples, and the chorus is his reaction: "The situation is out of my hands/I got a new prayer for a new plan."
