I think this song is about feeling that life is stagnant and alcoholism is no longer an adequate method of coping with the lack of progress ;
"Time flies at the bottom of this bottle,
And if you don't mind I'd like to find
Somewhere else to live"
Time is flying, but as always this is at the cost of efficient useage of that time. Maybe finding "somewhere else to live" is meant to mean finding some other way of living - finding a way of life that is fresh and progressive rather than stagnant and preventative of emotional progress away from the black hole of self-pity (and alcoholism as the last-resort defense against self-hatred. "Time flies at the bottom of thia bottle" because no-one has managed to escape the feeling that there life is suspended in time whilst the months and years elude.

My take is that it is allegorical (and I realise this is probably not the intention of the lyrices) it is to do with the character's inability to cope with his emotions stirred by a love interest, and he realises it has corrupted and twisted his character into a decrepit creature that is ashamed of co-existing with others, hence his aversion 'to the light of day' (he subconsciously condemns himself to the darkness where his insecurities can pick at him further). His last line of defence is to suggest that the reason he separates himself from his love interest is that they "won't like what I've become", as if to say that is the reason he is not united with the one he loves, as opposed to the notion they are simply not attracted to him.
Hard to defend, but I always this is the kind of character the song portrays, especially in context of the whole album.

My take on this song is that it's about someones' personal expectations on what they can and can't achieve in life, wishing they could achieve more than they feel they realistically could, hence 'can't we all dream'. The repetition of can't we all dream suggests to me that desperate attempt to realise what seems impossible to us( those unattainable 'dreams') and the lines about 'sailing to the moon' relate to how ridiculous all our dreams seem in those moments when we accept defeat and realise how stupid it was to dream of such unrealistic things.
