I'd have to respectfully disagree with your interpretation of that part. From the way the others have broken down most of the other parts of the song, I'd have to say that "Never hazing the new guys" is another way of saying "current generations do little to teach newer generations about the mistakes they've made in the past."

Another way to see it: the whole string of "Out of..." could be seen as excuses we all make up to cover up the fact that we're not that much better than generations before us.

And one more thing (these all fall within the same theme anyway): We, as the predecessors of the next generation, do not want to shatter the dreams of the next generation by telling them how crappy most of their lives will be once they reach adulthood. Does any kid really have the capacity to understand that chances are, they're going to be living a life of a drone in a society that simply acquiesces to it?

I'm with you though on the fact that Pinback has helped me through some of the rougher patches in life I've experienced.

It's interesting to note, if in fact this song was randomly titled, that there is a a document called the "Seville Statement" that was drafted in 1986. I came across this in one of my classes. The document had 5 propositions submitted by well-renowned scientist regarding Violence. To sum it all up briefly: Humans Are Not Violent By Nature. Definitely a thought-provoking contrast between the two "Seville's".

It might seem far-fetched, but I believe the song alludes to "The Diary of Ann" with the wordplay on Dairy-Ann (which I confirm is in the Autumn of the Seraphs album insert). It's a book published by BARNES and Noble about a Jewish girl trying to escape the holocaust during World War II. That also means this song alludes to the German holocaust with lines like "Not a soul was left inside/that makes it still alive," also, "stuck in traffic here," representing the concentration camps.
That's just my speculation though.

I'm almost certain this song is about The Black Dahlia murder/Dahlia's boyfriend.
The Black Dahlia case, for those uninitiated, remains an unsolved murder case involving Elizabeth Short, dubbed Black Dahlia by the media.
The stanza about being split and the rubber crutch represents Dahlia being cut in half by her murderer boyfriend's real-life injury from a plane crash while serving in the air force, respectively.
The part about the memories and pictures represents the unsolved nature of the case, in which speculation seemingly makes more sense because of a lack of hard evidence.
"Some sit down/let the rest decide" represents the investigation, maybe even the publication of books revolving around the murder case.
I thought I'd try to clarify this because a lot of times the lyrics in most Pinback songs just fly over my head, with Crutch being an exception.
