It sounds like Light is kind of gunning for a dictatorship. As insane and egomaniacal as Wiley is later shown to be, Light definitely appears to have plans to build a society of men who are at least part-robot. Wiley's robots are thoughtless killing machines, but Light gives them an amount of thinking potential, even free will.

It definitely sounds like Light has some plans for the city. While Wiley keeps the populace under control by keeping them divided, and in fear of the robots, it sounds like Light intends to unify the entire population, even to turn them into robots. This frightens Wiley, who doesn't believe that mankind is strong enough to handle that kind of power, and should be left in the control of a single man instead ( the same power that would eventually drive him insane).

What I thought was strange was Dr Wiley's line "We will BUILD heroes!" He only builds robots to enforce the law, and to hunt down humans who would oppose him, while Light is the one who first builds Protoman and Megaman.

I think the first two lines, "streets are red" and "lights are blue" could refer to Protoman and Megaman, even though Wily really couldn't be aware of Light's plans to build robots in retaliation.

Also, Wiley's pronunciation of "To undo the things I've done" sounds a lot like "undue". Maybe Wiley does feel bad about the things he's done to Light and Emily, but he has some reason to feel that he has done the right thing too.

I thought this ended the album on a very different note than their self-titled one. When Megaman initially refuses to fight Protoman, he is eventually goaded into raising his arm cannon and killing him, both by Protoman's taunting the defeat of man, and the crowd surrounding them both. In this song, I imagine Tom Light being alone, run down after the death of Joe and Emily. Fighting against Wily has taken away so much from him that he can't imagine going on.

He feels destroyed by his own power. Where once he proudly exercised his control over steel, he now fears that the strength of his own machines will destroy him. Only when he remembers how much there is still at stake, does he rise from the self-imposed guilt that has anchored him since The State vs Thomas Light, forget the death behind him, and set his sight on the vengeance to come. Despite everything that has happened to him, and how hopeless the future for humanity appears, he chooses to fight. Here comes the arm.

Really, nobody thinks this is about a gender-reassignment surgery? First time I heard this, I thought it was incredibly vulgar. Delicious, really. The line about the house "going up in flames" was lolworthy

Seemed like this song was about a person who reached an epiphany or other understanding after a long hardship... only to realize that the hardship continues despite enlightenment. They're trying to hold on to that sense of understanding, and remember what they learned, and above all keep hold of the progress they've made, all the while falling back into old habits and lifestyles. Finding a reason to live, only to forget what it was...
