The reference to Dubai is telling and essentially gives away to true meaning of the lyrics: Many young women and girls end up in Dubai where their escape from forced prostitution is least likely. Buxom, Blonde and Blue-eyed fetch premium rates in that part of the world and also makes certain that those who want to escape stand out enough to be re-captured before they can make it out.
Dubai is a known 'Blue-Balls' capitol where sailors pay well to sow their "wild oats" and are not above applying forceful measures to avoid this being exposed (as by pesky journalists with inconvenient camera's.).

The main thrust of the lyrics of this track refers to the ubiquitous human/sex trafficing as has been taking place after the collapse of the former Eastern Block. In interviews, Eugene Huetz laments the disappearance of all the beautiful young women from where he grew up and actually refers to specifically this track where he expertly depicts the sex-slave recruitment dynamics.
The teaser lines about being a model and minimal work it would entail (only having to show up) immediately followed by the unsubtle reference to 'Breaking ground' which in some parts is slang for 'popping one's cherry' or more to the point; losing one's virginity.
Mentioning cruelty and Stanza:

There forever be wretched of Earth : You're no exception.Things have always been this way
Crawlin' up round driven by last semen drop : No let-up until the last "John" is done.
Factory that makes you, they say, it never stops : The Factory(=Organization) allows no escape
