Well, techinically novus ordo seclorum translates to new secular order, but new world order is a more popular translation.

is actually "Novus ordo seclorum cuz the old world order's..."

Novus ordo seclorum translates to New World Order.

Also, when I hear the song, I hear alot of (go figure) biblical imagery. Supposedly, after Christ comes back to take all the good soul's to heaven during the rapture, a "King of Darkness" will rise and create a new world order. It also says that he will create a number system (the number of the beast) and that people will have to get this number tattooed on their body to prove their loyalty, and once this is done, no matter how much repentance, the person may never enter the kingdom of heaven. It is also said that those living in the new world order will not be able to buy goods or do anything without the number, and basically that they will be killed if they are not able to show proof of bearing the mark.

I think that Tech N9ne is taking on the persona of said King of Darkness in this song, as the name suggests.
