The song is obviously meant to be humorous and a homage to his punk rock heroes. Also, being hypocritical is punk as hell.

Fat cats are people with a lot of power and influence. In this song the cat is the U.S. government. It has nothing to do with rich people's pets.

The song is a pretty perfect punk song. (I'm partial to any song with good eff bombs.)
