I finally got around to listening to the rest of this album, after pulling the singles out into my library a long time ago. Wow, I had completely missed this awesome song.

Anyway, I think both people involved in this song are still in love, but something in life has forced them to separate. As, it's hard for both of them to move on, the speaker is suggesting that they "fade together," as in help each other get over each other. He also wants them to "fade forever," as he wants to hold on as long as possible.

I think the Berlin reference is there just as a creative way of stating how whenever anyone looks back on old photographs, they think they look disheveled or odd. Alex Kapranos' lyrics are often very European, so the band was probably either in Berlin, or Berlin was just on his mind at the time he wrote the song, and he realized the reference worked nicely. It's also possible that the relationship was centered in Berlin, which would make "Berlin, I love you" refer to his fond memories of the entire experience.

However, the speaker's intended means of "getting clean" seems to be drowning himself in the ocean ("looking for a way to leave the world today").

I think that the color turquoise merely refers to the color of the ocean. Such a reference seems to fit with the lyrics "looking for a penny on an empty beach" and "in the sun." A turquoise ocean fits with water's traditional use as a symbol of purity and means of "getting clean."
