I think this is a song from the viewpoint of someone whose partner is feeling trapped and thinking what a big world it is and what else they could be doing. The singer wants to continue the relationship but understands the need to go. However he wants to stay together - "And if I could..." is him clasping at straws.
The phrase 'Two Christophers in the snow' maybe references the patron saint of the travellers - Saint Christopher.

'Hank' seems a little ambiguous but is oddly a reference to Hank Marvin from The Shadows who Neil idolised rather than Hank Williams (who you'd think he would be singing about).

It seems to me this song has lots of references to Bowie lyrics but also other songs in general which might have influenced Blur - 'Under The Pressure' / Under Pressure (Bowie & Freddie Mercury), 'Fall Into Fashion' / Fashion (Bowie), as you mentioned all the bits from Boys Keep Swinging, 'Here comes a low' / Low (Name of a Bowie album), 'Cause that's entertainment' / That's Entertainment (The Jam). Probably some more in there
