it does change in the second verse. he totally is referring to how hard it is to get off drugs and break an addiction. he's making a comment on his own inability to give up and commenting on how addiction is something that non-addicts don't understand. To me he seems resentful to himself and society at this point. He carries on with the chorus hoping and believing that everything is going to end up OK whilst still being stuck in his addicted mind, wanting more. In this verse i think he is wanting to quit.
