Did anyone think that he might be referencing the story of Frankenstein? Look at the lyrics one more time and think of it from the perspective of that story.

"They're gonna throw it back to you" really doesn't mean much.
He is just saying that someone is coming back home and the people of her past(or maybe just herself) are giving her second chance, or just meeting the new person she has become.

"Back beat, the word is on the street" also does not really mean anything, it's more there to keep the pace of the song. But, in this line he is just saying that he has heard somewhere that the fire in her heart is out. She thinks that her love for him is over.

To me, this song is about the seemingly contrasting emotions that love brings.
When he sings;
"Today is going to be the day
That they're going to throw it back to you
By now you should have somehow
Realized what you've got to do"
It's about a close friend or former lover that has gone away temporarily to sort out their problems or find themselves. The singer feels like he must give her space and let her find herself, but he is also very in love with her and is finding it hard to not be selfish.

"Back beat, the word is on the street
That the fire in your heart is out
I'm sure you've heard it all before
But you never really had a doubt"
This is the way the singer feels about how his person is either denying her love for him, or ignoring it. After this is the line
"And all the roads we have to walk are winding
And all the lights that lead us there are blinding
There are many things that I would like to say to you
But I don't know how"
He's talking about his and her destiny's. He's saying that although everything we do is supposed to happen and in a way already has happened, we are unaware of our part in it. He's saying that if they are meant to be together, then nothing will get in their way, and it is only a matter of time.
It's called "Wonderwall" because of what this girl represents to him. She is the one that he hopes will always be there for him and will save him from something he has struggled with his whole life; his loneliness or his family, etc.
