"Give us the monstar" is repeated frequently in the book, not necessarily as an order like "Give us the monstar!" but more like "He had better give us the monstar". This doesn't necessarily mean that it should be written monstar, however, because there are other less literal interpretations.
In general, this song is about Hohenberger creating the monstar virus and feeling guilty about making it, giving it to Ryan, and becoming a monster in his wife's eyes.

The KBI stood a safe distance away, watching in silence, and somewhere in her head Cambria was sure that she could hear someone saying (i)No, no, no, no, no(/i), but she had no way of knowing for sure if it was her imagination or some sort of ghostly, psychic feedback from her brief (and yet all too long) connection to Ryan."

I didn't appreciate this song at all until I read this in the book.

Ryan doesn't die when the House Atlantic collapses the first time, so while Coheed and Cambria go into hiding he rebuilds it. This song represents the second time the House Atlantic collapses (structural integrity fail) when I assume Claudio re-falls it.

"You were the magic that turned a curse in time."
Cambria to Claudio, praising him for finishing what she and Coheed started during the Black Rainbow, where they toppled the House Atlantic but failed to kill Ryan or Mayo. She's basically saying he is allowing his parents to rest in piece because Ryan is finally dead/he's about to kill Ryan.
"You were the beauty that we had to leave behind."
Simply put, "We love you son and we wish we hadn't died and left you to grow up on your own".

Read The Year of the Black Rainbow. I'd tell you what I'd update about Winged Duality's interpretation, but frankly, you should just read the book because it's awesome and you'll understand almost every single song a thousand times better.

Winged Duality's interpretation seems fine to me, the one thing I would add is about the line addressing Jesse. Josephine was actually created by Jesse the same way Hohenberger (sp) created Jesse, Coheed, and Cambria. She had the cure to the Monstar virus growing in her that was only just or was about to be completed when she was killed, so in a way she is telling Jesse that his plan has been stopped and he has to revisit his brother's family to see what he can salvage.

Or, that he had emptied the gun out because he's such a pacifist, and you're supposed to feel so sad that the narrator killed this guy who didn't want to kill anyone. Boohoo.

Is it just me, or do the lyrics to this song read like a 4th grade research project on the Vietnam war? RJA is great most of the time but this song is so shallow you don't need wellies to stand in it. The plot is obvious, the meaning is obvious, but one of the most important parts, the singing, falls flat because I have no idea why he's claiming a connection to this war.
