Erm It's about power and the way people cling onto it. Suzanne Vega has said it herself several times.

I know it's sometimes interesting to search for hidden meanings but this thread stretches that search beyond the borders of the lyrics and into the hinterlands of the imagination. MaryLilaWest is fairly close, but it is not necessary to assume this is some artifact of an abusive (in a modern PC sense) childhood and invent a backstory. If it is about power then it is about no and every man. Suzanne was explicit that the queen is a metaphor

"I know that I wanted to write a song about a woman who was in power and it's hard to find a symbol for someone like that, expecially in America. So I chose the queen to do that."
