Well, I think it's about the liberty. 40 ft. meaning the statue of liberty! That last line, I think, means that for defending his country, aka protesting and standing up for rights, gets him labeled as "wild", aka insane. the painting part refers to the "classic american" (portrayed in art, movies, and media) trusting government, and going to war, is what they call "you" or who he is speaking to (the officer, who is also a "classic american"), even though the real classic american should be the one fighting for their country!
