This song in my mind is fiction. It's about two friends, one who is likely a clandestine agent and dies while working. The other is a musician or somebody who 'does nothing' like Mark Knopfler said in 'Money for Nothing.'

The reason I see this is because of the counting at the end. This is the reportedly the CIA counting station E14 that can be heard here:

These stations are reportedly used for clandestine agents to receive instructions for their 'dark' activities, often murders or other sinister actions. A Cuban station has actually been 'outed' so there has been at least one government recognition of the use of number stations.

I think SW heard the numbers station and wrote the story for this song. It's a great song, and the counting is creepy as hell, especially on headphones at 2 am....

Aniland - you nailed it, I think. Wilson spoke in an interview that he came up with 'The Incident' when he saw a fatal accident on the freeway, and if you look at that song and contemplate Black Dahlia, it seems he's saying that putting your faith in something inherently dangerous such as driving as we do every day is a leap we really don't pay much attention to.
