I think that the term Weather System simply applies to seeing the inevitable cycles in the world (the eventual end of their relationship, or the cycle of good and bad in the relationship).

She recognizes that he is growing and changing before her eyes, and that the inevitable is coming, but wishes to freeze time, and keep things the way they are (quiet down, hold still a while) and savor the good stuff, like some others said.

I believe that the "turn the soil" phrase implies that the more they think about things, the closer the inevitable end of their relationship is.

This stanza

"some things you say
are not for sale
i would hold that we�re
all free agents
of a substance or scale"

took me the longest time to understand! But I think that it means that she believes the relationship must inevitably end due to circumstances beyond their control (things not for sale), but he wants to believe that it will work, and that they can maintain the relationship (free agent meaning not being responsible to any authority).

I think the repitition of the last stanza implies that in this snapshot, they come to no decision, or resolution, simply stay in bed, and accept that some things are inevitable, and wish to savor what they have. And yes, it's about being completely and utterly in love. Beautiful song!!
