I have a hard time deciphering the meaning to this as well, but I think the sentiment is that we all live our lives by regret. And we try to make up for our mistakes.
A lot of the lyrics are strange, but here's what I think.

"I keep seeing cowboys ride by Indian style"
This may show remorse for what happened to the Native Americans. A way to sort of honor their lives and who they were, because the cowboys feel regret.

"Alive and striving for rain
Full time control of the game
Dressed like a French whore in Spain
Add water to my flame"
I think in this instance, he is talking about rain in the way that it's considered purifying and sort of... forgiving. And the "add water to my flame" may be him saying that the flame (destruction) needs to be released of it's burning.

I'm not sure about all of them, but I think most of the lyrics in this song are just metaphors about being so regretful you can't get up, or you live your life always trying to repay all the wrongs you perpetrated on something or someone. I think the spiritual drives part is just him saying that we all go back and examine our lives, and we see the times we diguised ourselves or ran away, the things we failed to do or say, and we are influenced by them.
That's what I get out of it, anyway.

The Cure – Disintegration Lyrics 16 years ago
The first Cure song I ever heard was Pictures of You, which I always thought would be my favorite just because the song I hear first, or the one that makes me want more, is usually the one that always relates to my life powerfully. But after hearing Disintegration, I really really fell in love with the Cure even more than I already had.

And I personally think this song, and the album itself is meant to have so many dual meanings that fit anyone. I had a discussion with a fan once where they said that at the time this album was created Robert was going through an addiction, along with most of his band members, and he became very unhappy with the music he was creating and how his band was functioning. This album was suppose to be a sort of resignation of the dream he had for his music career and his bandmates, while at the same time serving as songs about love and how it begins/ends, and his addiction. I'm not sure how much of this is correct, but it made a lot of sense to me.
