This song is most likely a criticism of lazy television watchers. Especially how they vicariously live through the TV set without ever doing a thing. The stuff in the present tense is mocking of what is going on in the brain when you watch TV, which - by the way - induces the same brain patterns as staring at a wall.

Could be that the howling woman is the darker anima or subconscious version of same woman he walks around the lake with and when he says that thing about the Japanese Baby he has a mild fetish for asian women:

This lyric is from 'A Japanese Dream':
I slept at nights there hysterically..Twisted and turned..But I just couldn't get free..Opened my eyes...But I still couldn't see...But I could feel her...China white girl..Mmmmmm...That was a Japanese dream alright.

Rain and water typify renewal and it could be that he's renewing a love in a dream. He also mentions baby screams and dreams together in a different song. Could just be that he had recurring dreams also.

I really like that last interpretation about decay - but the other ones are way too "high fidelity clerk" for my taste. When the stretch is too big - you gotta break it down.

My take. We are riding around on our "motorbikes" in our cutesy little microcosms, pretending to live, drinking lattes without breathing the air or thinking about being alive, while hurriedly on orders from "the force" (work, church, society). And sleepy dreaming is daydreaming, pretending that we can escape it. "All the love in the world" won't stop the rain from falling (=) the best laid plans of mice and men oft go awry. This song is great because it really talks about that inner feeling we have to change things and how many of us get blinded by routine. Without passion or insight we can't change.

I think the song is about the beauty of the better things that arise from decay when what you started with was defaced and numbing to begin with.
