This song is about Absalom.

Book of Samuel 2. Old Testament.

King David steals Bathsheba from Uriah the Hittite. Then David sends Uriah into the front lines to get him killed, and keep Bathsheba for himself.

God promises to pay David back for his sins, and do the same to him.

Amnon rapes his half sister Tamar. Tamar is Absalom's immediate sister. Absalom seeks vengance and murders Amnon at a party.

Absalom is afraid David will kill him, so he rounds up a rebel army and attacks Jerusalem. Davids army flees Jerusalem and Absalom captures the city. While he is there he sleeps with Davids 10 concubines.

David sends Joab and the rest of the Israelite army to attack Absalom. The rebel army is routed and as Absalom is fleeing on his donkey he gets his hair caught in an oak tree. While he is dangling there helpless Joab walks up and slays him.

"And he rolled her up in grass and trees,"
could be a reference to the beds they made in Biblical times. They were made of straw and perhaps a Wooden frame. Only the very rich could afford wood in the semi arid region of Israel.

"He took his sister from his head," could mean: he took his sister from the head of the household, in this case King David. "And impregnated her on the sheets," meaning he raped her on his own bed.
It might be Tamar saying, "Here I am with my hand," when she offers him the bread.

I can see why you think the lyrics are "Painted her on the sheets." It indeed sounds like he is saying "painted." However i have seen the Pixies preform live twice. During the show Charles Thompson clearly says "Impregnated her on the sheets."
Charles Thompson is much easier to understand in live concerts.

I think the song is about Amnon and Tamar.

Samuel 2 chapter 13 The Old Testament.
"In the course of time, Amnon son of David fell in love with Tamar, the beautiful sister of Absalom son of David."
Amnon pretends to be sick so Tamar would take care of him. He said to David,
"I would like my sister Tamar to come and make some special bread in my sight, so I may eat from her hand."
While she was serving him he grabbed her and said,
"Come to bed with me, my sister."
She replied, "Don't my brother. Don't force me. Such a thing should not be done in Israel. Don't do this wicked thing. Where could I get rid of my disgrace? And what about you? You would be like one of those wicked fools in Israel."
But he refused to listen to her plea, then overpowered her and raped her.
Then Amnon hated her with intense hatred. Hating her more than he had loved her. When he tells her to get out she refuses saying,
"Sending me away would be a greater wrong than what you have already done to me."
Once again he refuses to listen and sends her out.
Tamar puts Ashes on her head and tears her ornamented robe reserved for the king's virgin daughters. She put her hand on her head went away weeping.
David and Absalom were furious with Amnon. Two years later Absalom murders Amnon.
