This is how I interpret the song, I too believe it is about him having feelings for a girl that haven't been expressed and being very confused about if his feelings are reciprocated because they have been friends, but now he wonders if he wants more:

The how I can't recall (He can't explain how or when he fell for her and realized he could want more than friendship.)
But I'm staring at
What once was the wall
Separating east and west (He is analyzing their relationship and interactions, where there used to be a "wall" or a line that separated friends and lovers [east and west].)
Now they meet amidst
The broad daylight. (The line between being feelings of friendship and love has been blurred/the "wall" has been knocked down in his mind and it is now clear to him that there could be more than a friendship between them.)

So this is where you are,
And this is where I am.
Somewhere between
Unsure and a hundred. (Their feelings are somewhere between friendship and love. He isn't unsure about their feelings existence, but he isn't 100% certain about her feelings or if the feelings he has are just him taking their friendship out of context.)

It's hard I must confess
I'm banking on the rest to clear away (It's hard for him to differentiate between how much he cares about her as a friend, and actual romantic feelings. He is hoping for her to say something or a sign that would tell him whether they should be more than friends or not.)

Everything short of I love you. (They have talked about everything, from their favorite bands to the their pasts, everything except for how they truly feel about each other and if there could ever be a romantic future between them.)

Unsure and a hundred. (He is still trying to ascertain how she feels and how he feels by analyzing how they interact. And he is still between unsure and 100% certainty that there is something between them.)

And who's to say it's wrong
And who's to say that it's not right
Where we should be for now. (He asks himself why couldn't they be more than friends, and why shouldn't they? In the past they may have even joked around about how they would "never work" as a couple, but in reality both of them were wondering/hoping that wasn't true. Maybe his doubts about the possibility of them being more than just friends are ridiculous and they should be together.)

Unsure and a hundred. (In the end he is still stuck in between. She is there, with her past, her feelings [possibly doubts] about romantic relationships. And he is here, with the same fears, feelings, and doubts, maybe he has even been through this before with a friend and that is what makes him so tentative about his possible feelings. It's like an eternal limbo which he feels stuck in, whether this girl that he always thought of as just a good friend could be the one he is meant to be with.)

I think we all have found ourselves in this situation at some point in our lives. Someone that you never thought of in a romantic way all of a sudden is crossing your mind. One day they do something stupid like jokingly grab your hand or look at you in a certain way, and all of a sudden everything you thought you knew comes crashing down in front of you, and you can't help but be anything other than confused. Your heart and mind argue with each other and are torn to pieces about what the truth really is.

This just makes me think of a guy who all of a sudden sees a girl that's a friend as so much more. He doesn't know why or how to explain it, but he can't get her off of his mind now. Everything about her is beauty to him, and he just can't quite figure her out, so he doesn't know how to tell her what he is feeling.

I agree with most of the people who have said this song takes on a meaning of two people who have "unsaid" feelings for each other, but I also think there is a lot of significance in the line "We're both pretty sure neither one can tell," meaning they don't know that the feelings are mutual. Like they've been trying to pass off subtle signs of interest, but neither one is picking up on them. Then "We seem difficult what we got is hard as hell," displays how each person is confused about what the other thinks, viewing them as "difficult" to read and know how they feel.
That is how I identify with this song.

I agree with berekeley88, this song to me explains the thoughts of a boy and girl who have feelings for each other that they never express due to fear, unsureness, and not knowing what the other thinks. And because their lives took them on different paths, they never will be. There are no photographs of them, only thoughts of what could have and should have been.

It makes me think, I need to do something, to say something soon. Because this guy will be leaving for the other side of the country in a couple months, and I need to know if the odd looks, awkward conversations, and running into him everywhere were just mere coincidence.
