To me, it sounds as simple as someone battling over a habit, probably directed towards some mental or personality disorder. It sounds as though the narrator is trying to make promises that they will put an end to their destruction, but at the same time is very easily given in.

This can allude to a drug addict, a prostitute, a womanizer, a rapist, a pedophile, or a hopeless romantic.

But i don't think it is any of those directly.

Interpol has very poetic lyrics, but they are nonetheless straightforward, like in "C'mere" or "Slow Hands".

I think if this song was narrowed down to any of the above said, it would have literally been written so within the song.

I know this sounds cliche, but could it be about shooting up heroin?
I have a friend who used to be a heroin addict and he said the moment the poison hit the blood, it felt like he was shot up into the sky like a rocket.

Another thing is, the chorus sounds kind of like the narrator feels altogether confident, like no one can stop him now, he has complete control over his ability.

I dunno, maybe I'm way off?
