It seems to me to be about somebody close to the character, perhaps a woman, who has died, which is why he is in a cemetery in the first place. 'So very close yet far away illustrates how even though people are dead and no longer physically with us, they are in our hearts. It could also be interpreted literally, saying that their bodies are close to him, buried underfoot, yet their minds, and essential beings, are far gone.
The character is remembering times he and his lover spent together, or were apart (hence the name 'Unglued') which are prominent in his memory. 'My feet still caked with sand' says to me that he feels he can't let go of his longing to be with this person to relive the time when he was '[walking] along the beach beside [her]'. the fact that 'Nothing in this world can find [her]' proves that she is dead.
