This song is based on the author Alice Bailey's thoughts regarding the Seven Rays of energy, as follows:

1. The Lord of Power or Will
2. The Lord of Love-Wisdom
3. The Lord of Active Intelligence
4. The Lord of Harmony, Beauty and Art
5. The Lord of Concrete Knowledge and Science
6. The Lord of Devotion and Idealism
7. The Lord of Ceremonial Order or Magic

The concept of the seven rays can also be found in Theosophical works. Joseph Campbell writes that Bailey, "...was the first to develop the idea of the seven rays, although it can be found in germ in earlier Theosophical writings." The seven rays also appear in Hindu religious philosophy.

This whole album (Initiation) is about the impending transformation his musical sensibilities were about to take; hence this song and "Born to Synthesize" (acknowledging that he should face himself and follow his dreams of experimenting more with music than creating conventional pop records). "The Death of Rock and Roll", ironically the hardest rocking song on the record, takes a stab at the critics that rejected his previous attempts on A Wizard, a True Star and Todd. At the same time, Rundgren was also experimenting with Eastern religious concepts, exploring these themes on "Eastern Intrigue", as well as forming the basis of the album closer "A Treatise on Cosmic Fire". The closing tracks of the first side, the "disco-prog" title track and the doo wop-inspired "Fair Warning", cryptically state that Rundgren is ready to push forward and that it is up to the listener to follow along or tune out.

Actually, that's not quite correct. He's referring to himself specifically in this song. Take a look at the cover art from the album and you'll see that he's the "picture of a soul in pain" and he's "trying to change the world with an elpee's worth of tunes", hence the line "I want to change the world" at the end of the song.
