No, I think he's really a drug dealer. If he were simply a truck driver, he wouldn't have to be afraid of the police pulling him over and checking his cargo, and he certainly wouldn't have to let the officer "feel his shotgun".

Also, in the bridge, it says "some day this'll be over, I'll get a job and be a voter". Truck driver IS a job, as opposed to drug dealer.

I think "not being a cocaine story" refers to the first-person 'I' of the song not wanting to lose himself in a cocaine addiction, as happens to a lot of drug dealers who start using it. He just wants his money until he can get his family something better.

I agree with sowieso that it's about a stormy relationship, but my interpretation of the song is different. I think it's about two lovers who found each other during a time in their lives when they both felt lonely and misunderstood. They both turn to each other when they need advice "you choose between right and wrong" "tell me, what should i do?". But their problem is that the relationship is based only on mutual dependance, it's a selfish love on both parts. It's ironic, because it's obvious that the two lovers actually do have a lot in common, and under normal circumstances they probably would have been great together as well. But because the emphasis in the relationship lies on depending on each other for help/solace, they become entangled and it's not so fun anymore. The ending is open; maybe their relationship will come out strong, maybe it will dissolve.
