firstly, i want to say how amazing the bloodsports album is, after 10 years away, Suede really gave back to their fans with that album.
I think this song refers to the feelings one can have when in a place where you know nobody and you seem to be surrounded by strangers. It sometimes seems that people you dont know, out on the street, who appear to have it all, or just seem very confident and together, have it all worked out, it all must seem very clear to them, on what to do, in life etc. The other lyrics in the song, relate to pain and rejection, being left behind etc "Pips from oranges spat away to gutters and drains and bins, Left like promises on a tray when you delivered yourself to him". it is a beautiful, simple song, perhaps this is just my interpretation based upon my own life and experiences but this is how this song is for me.

Um, here is my take.

I'm in the basement, you're in the sky,
I'm in the basement baby, drop on by.

Do you not think this could mean that She is seen as being higher up than he is, so therefore out of his league and he is asking her to drop by i.e. notice him?

Rain has a collective symbol throughout the human psyche, that is it is a symbolic representation of tears and therefore pain and healing.

With that in mind the endless rain is constant pain of not having the one he wants. The fact that the rain is in the summer would indicate that the rain is warm and perhaps more comfortable and maybe even desired.
