"Steel City" is a nickname for the City of Pittsburgh. So from the words, "I'm sure you'll come to find the love we had was blind", he probably means that the girl he met wasn't what he "should be dating". And he probably met her in Pittsburgh. So therefore, when he says "Steel City, you'll always be a part of me" he's probably referring to the fact that this girl most likely left him in Pittsburgh, and he'll always remember that.
