I think this song is all about being afraid to be in a relationship.
The person has been hurt too many times and there is so much standing in the way.

"You're either dipping your toe, or you're drowning.
You're either dipping your toe, or you're drowning."

To me, these lines symoblize that the person is either just searching but not going to far, limiting themselves relationship wise or they are throwing themselves and committing their entire being to a relationship. It's either extreme instead of being the middle path.

risk your heart having to lose?
Having to lose."
"Is it wiser never to speak than to
risk your voice and never be heard?"

Each of these lines I think refers to being afraid to get into any relationship because the rest just end up in pain and disaster. Should you go any further and risk yourself?

And these lines carry a personal note for me. (I usually listen to my songs and play out a story, fictional or not, in my head to them.) As a personal story to this song I see these lines refering to a crush and that there's been so much heartache and failing in relationships. It's almost drug the person to their lowest and they feel they'll just be forgotten by the way the other people seem not to care. Also, they never thought liking another person, once again, would be so easy but never thought the feelings and the possibility of having a relationship with that person would be destroyed so quickly.
