Pretty sure it's, "Oh, Millionaire! strike a chord, smack a tom, I just don't care." Tom being a part of a drum kit.

The first '????' I can't make out for the life of me.

Pretty song, though.

This builds off of the interpretation posted by bpm5045.

The 'Eagle on a Pole' line of the chorus is similar to the Tenochtitlan legend of the Mexican region's founding, in which the god Huitzilopochtli asks the Tenochititlan people to seek an eagle devouring a rare bird atop a cactus, and to build their nation where they find it. The original legend has been oft skewed (the Mexican flag depicts an eagle eating a snake, instead of a bird,) and I feel that Conor may have taken some creative liberty and put the eagle atop a pole instead of a cactus, to make the legend more his own in order to meaningfully implement it into the song.

You could say that Conor has found potential in Mexico being his place of personal salvation, in the same way that the Tenochititlan people found it theirs. This whole album carries a hint of idolization of Mexican culture. Using this interpretation of the chorus adds a slightly less cynical taste to the song than what bpm5045 concluded with.
