The whole song is about falling in love with Rome.
The end is important- just after the "spreading your legs" part, Morrissey suddenly comes back to "Walking through Rome". Now his love to Rome is complete and his "heart feels free" - he has found his home ("penetrated" it).
It's such a great song, really beautiful and somewhat similar to "Throwing my arms around Paris" in terms of

In the book "Stripped" Martin said that there was a lot of extasy arund them in the Violator era and he was propably the worst during that time. So I think that whole "Martin was clean" thing is simply BS ;) Read the J. Miller's book- it says a lot about DM and drugs.
