I'm pretty sure it's about a guy who really really cared about a friend girl. And she always had a boyfriend, but she made him feel like he was the guy getting the better end of the deal, and she led him on. "You never once said stop," probably is referring to when he called her at night to reveal his feelings. She let go and got with a boyfriend who she didn't want to cheat on, and he's still really comfortable with telling her stuff, but she just wants to end it because they can't be together and the feelings are too hard for her to deal with. He's still trying to convince himself that what they had was special, even though it wasn't because he always camne after her boyfriend, and he knows that he never had her, but he wants it to mean something in the long run. idk, |

I think when he says "I'm thinking of the worst things that I could say to you, but a promise doesn't mean a thing anymore," I think he means that some of the things that would hurt her most would be like, "I promise I hate you," or "I promise I'll never forgive you," so he can't even say these things because she's lowered the value of a promise. |
