First of all, regarding the last stanza. I had never thought of it as a memory so much as a metaphor. I think that the dog and pups parallel part of his relationship with his mother. Birth is a scary, trying, painful, and loving act. The mother has lost a lot of blood and energy giving birth to her pups, but despite everything she's done and put herself through, the pups get fleas. They're dirty, tainted, imperfect, despite her efforts. It's heart wrenching, hopeless. Does that make any sense?

There is so much false reassurance in this song.
"Mother don't worry, I've got some money I saved for the weekend"
"Mother don't worry, I've got a coat and some friends on the corner"
Initially having the mother be stern with the woman who he's now in love with/living with.
None of this would comfort a caring mother, but the son doesn't see it from her perspective - doesn't recognize that it isn't enough; it doesn't seem safe.

To me the message is about having faith. Simply, "So may the sunrise bring hope where it once was forgotten." He wishes for a mother to have faith in her son to go off, do well and take care of himself. He's made mistakes in his life - has mentioned prison, etc. So hope was once forgotten. She may feel so unsure, heartbroken, and like a failure to have seen him make decisions or taken risks that she disagrees with. She did as well for him as she knew how, and doesn't feel acknowledged. But she has to let him go at some point, and not to see that as giving up. Even if it means losing him for a little bit - knowing that he cares about her. Sons are like birds - he has to leave her for a while - it's in his nature.
