This is definitely not merely about the joys of having a child.

The last person is on the money. Byrne is a genius at describing situations and emotions that are uniquely human and this is another example. I think the song is the first part of a larger story. It is essentially the story of a life being pushed in one direction, almost certainly a bad direction, by a family. Calling the child "just a plaything" indicates that the parents were not ready to be parents and the "fun with no money" line indicates that they are poor. The whole idea of making the baby stay up late also indicates poor parenting. All in all, I think this is commentary on what is the fundamental problem of the lower class. It's also an awesome song.
