Well, the original philosophy of eye for an eye was actually created to LIMIT punishment. At the time, complex systems of feuds and vendettas had evolved where entire families would take revenge on people, often resulting in punishments that were far worse than the original crime. The concept of eye for an eye was that a punishment should be no worse than the crime, and that the punishment should fit what the crime was. Unfortunately in modern times the eye for an eye philosophy is rarely used this way.
